Eastmark Aquatic Complex Moves Into Preconstruction

The Eastmark Aquatic Complex reached a new official milestone on August 31, 2026. The Mesa City Council approved a $136,295 preconstruction services contract with Sun Eagle Corporation for the planned facility at 9603 E. Point Twenty-Two Boulevard.

This is important progress, but it is not the same as approving the final construction price, beginning construction or opening the pool. Preconstruction is the phase where the contractor helps the City evaluate the design, construction approach, phasing, cost and schedule before a future construction agreement is finalized.

đź’™ The short version

New update: Mesa approved the Eastmark project’s preconstruction services contract on August 31, 2026.
Planned location: 9603 E. Point Twenty-Two Blvd., at Eastmark High School.
Current phase: Preconstruction and design support.
Anticipated completion: 2029, according to the council staff report cited by Mesa Independent. The date remains subject to the project process.

What exactly did Mesa approve?

The August 31 council action approved Sun Eagle Corporation as the construction manager at risk for the Eastmark Aquatic Complex and authorized a $136,295 preconstruction services contract. Mesa approved a separate contract in the same amount for the planned Red Mountain Aquatic Complex in northeast Mesa.

For the Eastmark project, the preconstruction work includes services such as reviewing constructability, developing cost estimates, evaluating phasing and helping prepare a guaranteed maximum price. Those steps allow the City to test the design and construction plan before returning to later contractual decisions.

The accurate headline is that Eastmark’s aquatic complex has entered preconstruction. It would be premature to say the facility is under construction or that every proposed feature is final.

Where is the Eastmark Aquatic Complex planned?

Mesa’s construction manager solicitation identifies the site as 9603 E. Point Twenty-Two Boulevard. The City’s current five-year project funding summary calls the project the Southeast Aquatic Facility, project CP0756, and describes it as a new pool planned at Eastmark High School in partnership with Queen Creek Schools.

The Eastmark name appears in the City’s current construction manager documents, while the capital budget uses the Southeast Aquatic Facility name. Both refer to project CP0756.

Which amenities are being planned?

The City’s official request for qualifications lists a broad project scope. Because design and preconstruction are still underway, these should be treated as planned components rather than final operating amenities.

✨ Planned project components listed by Mesa

  • A competition and/or lap pool with a diving well
  • A recreation pool with water slides
  • Pool decking and gutter systems
  • Pool offices and an enclosed bathhouse
  • A mechanical equipment building for pumps and maintenance
  • Ramadas and lighting
  • Bleachers with shade structures for pool events
  • Multi-use turf areas
  • Vehicle parking, loading zones and pedestrian areas

Mesa’s capital budget summary gives a shorter description, listing competition lanes, a diving well, swim-lesson space and opportunities for water play. The final configuration, operating schedule, admission prices and programming have not been confirmed in the sources reviewed for this update.

How is the project funded?

The preconstruction contract is tied to Mesa’s 2024 Parks and Culture general obligation bond program. Mesa voters approved Question 3 in November 2024, authorizing up to $170 million in bonds for a citywide package of recreation, education and cultural projects that could include new aquatic centers.

That $170 million authorization applies to the broader bond program. It is not the budget for the Eastmark Aquatic Complex alone. Mesa’s official canvass recorded 138,433 votes in favor of Question 3 and 71,731 against it.

Why this matters to Eastmark residents and buyers

Eastmark Great Park already lists a shaded splash pad among its current features. The proposed aquatic complex is a separate City project with a larger pool-based scope that includes competition, recreation and instructional uses in the current planning documents.

For residents, the new contract is a concrete project milestone worth following. For buyers, it is useful neighborhood context, but the facility should still be described as planned. A future amenity should never be presented as existing, and an anticipated completion year should not be treated as a guaranteed opening date.

The City has not claimed in the reviewed documents that this project will increase property values or shorten travel times. Any real estate decision should remain based on the home, location, costs, current amenities and the buyer’s priorities.

What happens next?

During preconstruction, Sun Eagle will work with the City on project planning, cost estimating and constructability. A future guaranteed maximum price and construction authorization would be separate steps.

The council staff report identifies 2029 as the anticipated completion year for Eastmark. Timelines can change during design, contracting and construction, so residents should watch City of Mesa project documents for future updates.
